Shell Road Developments in association with Ramsey Property Group (RPG) are the proponents for the Kingston Downs Estate, located within the coastal township of Ocean Grove. Our team were appointed to deliver a planned community within the town’s newly defined settlement boundary.

The vision for Kingston is to create a high quality, sustainable residential community, with areas for passive and active recreation, local retail and community facilities and employment opportunities.

Spiire were engaged to realise this vision, influencing the overall layout for the Kingston Downs Estate Development Plan Area (which forms part of the endorsed Development Plan). Our Town Planning team subsequently obtained a Planning Permit for both the subdivision of the commercial zones, and Stage 1 of the residential subdivision (800 + lots) and associated public open space.

Our Surveying team delivered plans of subdivision on a stage by stage basis, responding to market forces.

The initial challenge was to facilitate a timely approvals process, to ensure that lots could be brought to market to compete with the adjoining residential development to the north. A fast tracked determination was achieved through a comprehensive planning submission and our existing relationships with key Council staff.

The development must ensure the protection of the existing coastal character and respond to the City of Greater Geelong and end purchaser expectations. Spiire developed the appropriate Memorandum of Common Provisions (restrictions to the Plan of Subdivision) to ensure this character is reflected throughout the development.

Kingston Ocean Grove is a community within a community, and when complete, will offer residential, retirement, retail, industrial and open spaces including sports and recreation facilities. The new infrastructure and services will provide greater amenity to the Ocean Grove township and offer the growing population the opportunity to live and work locally. The housing typology ensures this development blends naturally into the Bellarine Peninsula.
