Spiire was engaged by the Victorian Health Building Authority (VHBA) to provide town planning services to support the delivery of the Ambulance Victoria Development Program which involves upgrading and building ambulance branches across the state.

We have assisted with multiple stages of the town planning process, from site assessment and due diligence, through to providing strategic advice on the best options to seek planning approvals.

Our planners have procured the relevant approvals through a combination of standard planning permit applications, and to a greater extent, through the ‘State Projects’ approvals mechanism provided by Clause 52.30 of the Victoria Planning Provisions.

Through this work, we have developed a keen understanding of this expedited pathway and coordinating all aspects of the process, including community consultation and the preparation of shovel-ready planning applications.

Among the first to utilise the Clause 52.30 pathway following its introduction in 2021, our planners tackled the challenge of working with a new approval process, while ensuring we obtained efficient approvals for these time-critical projects.

Now with an in-depth knowledge of the methodology and application requirements, we’ve played an important role in guiding and educating stakeholders on how to apply the 52.30 provisions. We have navigated this process on a series of projects, including 14 ambulance branches.

Overall, we have secured approvals for more than 20 new ambulance branches. A number of these new facilities have recently opened to service communities in metropolitan Melbourne and regional Victoria including in Gisborne, Melton and Oak Park.
